This was a heisenbug.  However, the guest start fail bug is still in
this tree, so this push:

was a mistake.
I have forcibly reset the "tested" branch on xenbits back to 2b494f18
and disabled the automatic tester for the linux trees while I adjust
the heisenbug compensator to correctly block pushes under these
circumstances.
This should allow the /other/ trees (4.0, 4.1, unstable) to push.
