If you want a good PV on HVM configuration you need to enable also:

CONFIG_XEN_BLKDEV_FRONTEND
CONFIG_XEN_NETDEV_FRONTEND
CONFIG_XEN_PLATFORM_PCI

I suggest to compile CONFIG_XEN_PLATFORM_PCI built-in.
