Yes. You only need a patched kernel if you uncomment the '#STUBDOM=yes' line in /etc/sysconfig/xenstore. By default xenstore stubdoms are not enabled, and you get a dom0 daemon that works equally well with a patched kernel or an unpatched kernel.
