The only question, then, is whether we think the races against backends are benign or not. Since the guest is suspended (in the ready-for-save-restore meaning of suspended, right?) I think you get away with it. If actually there are dangerous races we may need Xen support for this operation yet. But if the guest is really suspended this is no more dangerous than the stop-and-copy phase of a domain save or live migration, I would say.
