[Xen-devel] [PATCH] Netchannel2 optimizations [3/4]

This applies to the latest netchannel2 tree.

This patch fix a bug that is now more likely to be observed due to reduced 
number of finish packet events.
On a netchannel2 interrupt, we need to run the tasklet even if there are no 
messages in the channel since the event may be an indication that a TX ring is 
not FULL anymore.
