How can I do that? Use xenstore. Take a look at linux-2.6-xen-sparse/drivers/xen/core/reboot.c which does exactly what you're looking for. The domU kernel module watches the appropriate path in the store, and then dom0 (in this case the tools, but equally easily the dom0 kernel) writes the message into that path, and the domU kernel watch is fired.
