I think that it changing shape while in the Xen tree isn't likely to break anything, as people using it at that point would have to know that it was subject to change. I don't think there is any danger in anyone snapshotting the Xen tree with a not-yet-final version of dm-userspace in it and assuming it's production-ready. The code has been accepted into the device-mapper review tree, which may qualify it as almost "ready to go upstream". So, if we fall under that umbrella, I think it's reasonable to get it into the Xen tree for testing and review.
