I would attribute this to the fact that cpu_possible_mask still appears to net get set early enough for setup_per_cpu_areas() to work properly. A patch (that made things work for us, while it might not be the ideal solution) was sent to the merge list mid December: http://lists.xensource.com/archives/html/xen-merge/2005-12/msg00009.html.
