I would argue that the complexity of Xen handling boot_params is lower than that of assembly code in mbootpack's setup.S to setup a multiboot environment. The assembly code only needed writing once. If we need a wrapper program at all, I'd rather push skanky argument parsing into that than add another format to Xen.
