'netfilter' is a module in Linux kernel. 'iptables' is its user space
tools. They are two close parts.

You need to recompile your kernel with support for 'netfilter'.
Details:

make menuconfig

under 'Networking options --->', select 'Network packet
filtering (replaces ipchains)'.
