There used to be a requirement that the providers run as root. But, I think that requirement is out or should be out of the way soon. Currently, the providers run in Dom0. The Xen-API works just as well off-host as it does on-host, so there's nothing in principle stopping you running the Xen-CIM provider remotely from the Xen host itself.
