CIM_SettingsDefineCapabilities was introduced as experimental in CIM 
v2.12.  Yeah, it looks like we are not using it yet.  But should be no 
problem just deriving a class from it and marching on :-).
SLES10 with OpenWBEM and cim-schema-2.12-2.2 packages installed should 
give you
   /usr/share/mof/cim-current/Core/CIM_SettingsDefineCapabilities.mof
