[xen staging] xen/sysctl: wrap around XEN_SYSCTL_physinfo

    xen/sysctl: wrap around XEN_SYSCTL_physinfo
    
    The following functions are only used to deal with XEN_SYSCTL_physinfo,
    then they shall be wrapped:
    - arch_do_physinfo()
    - get_outstanding_claims()
