[xen staging] xen/bitops: Rearrange the top of xen/bitops.h

    xen/bitops: Rearrange the top of xen/bitops.h
    
    The #include <asm/bitops.h> can move to the top of the file now now that
    generic_ffs()/generic_fls() have been untangled.
