[xen staging-4.16] x86/spec-ctrl: Support the "long" BHB loop sequence

    x86/spec-ctrl: Support the "long" BHB loop sequence
    
    Out of an abudnance of caution, implement the long loop too, and allowing 
for
    it to be opted in to.
    
    This is part of XSA-456 / CVE-2024-2201.
