xen/hvm: Move other hvm_function_table booleans into the caps bitfield
Moving them all together has several advantages:
* Collects them all in one part of the struct
* The `caps` field means that we can drop the "_supported" suffix, as it's
clear what is meant.
While here, replace some 0/1 values with false/true.
