    rombios: Avoid using K&R function syntax
    
    Clang-15 complains:
    
      tcgbios.c:598:25: error: a function declaration without a prototype is 
deprecated in all versions of C [-Werror,-Wstrict-prototypes]
      void tcpa_calling_int19h()
                              ^
                               void
    
    C2x formally removes K&R syntax.  The declarations for these functions in
    32bitprotos.h are already ANSI compatible.  Update the definitions to match.
