[xen stable-4.17] x86/spec-ctrl: Update hardware hints

    x86/spec-ctrl: Update hardware hints
    
     * Rename IBRS_ALL to EIBRS.  EIBRS is the term that everyone knows, and 
this
       makes ARCH_CAPS_EIBRS match the X86_FEATURE_EIBRS form.
     * Print RRSBA too, which is also a hint about behaviour.
