tools/vtpm: use LDLIBS to pass -lgmp

Linking tpmd will fail with recent toolchains because -lgmp is passed
via LDFLAGS instead of LDLIBS. With this change -lgpm is placed at the
end of the gcc cmdline and linking tpmd succeeds again.
