Yes, the stubdom needs some tar.gz from the Internet, and we don't think it'd be a good thing to include them in the source tree. Yes, the usual solution is to download them by hand before running the build, which I had made sure was possible. I however don't understand why you need to comment the wget lines: make should already be fine with the existing files, these are not phony targets.
