Bug detailed description:

For a PXM node which contains cpu only, without memory attached. if we online
the CPUs, the cpu will be in node 0 in default. After we hot-add the memory to
this PXM node, the numa node will be created, but the coresponding CPUs are
still in NUMA nodes 0, it should be moved to the correct node at this point.

This bug does not affect the normal using, so let us keep it as P2.
