Idem on a DELL T3400 (Intel dual core E6850).
Dom0 system = xen 3.3 + debian lenny + kernel 2.6.26-1-xen-amd64 

In order to make the "xm reboot" or "inside domU reboot" command work, I have
to set dom0-cpu to 0 in xend-config.sxp.
