I have that problem, too. (OpenSuSE 11.0, x86_64, xen 3.2.1, PV)

Additional information:

the network device (vif-bridge) of the para-virt VM gets completely removed
before or while the hotplug scripts get called, so even taking down AND
removing the devices from the bridge fails.
