Change Set: 18184 (xen3.3.0-rc2)
Hardware: Montevina
remote-ioemu: yes


Bug detailed description:
--------------------------
On Montevina platform, when we xm pci-attach a UHCI BDF 00:1a.0 to a Linux
guest, it can not work. And the qemu window will output "host controller
halted, very bad!".
Last testing on Montevina with Cset#17786 can pass.



Reproduce steps:
----------------
1. Hide (00:1a.0) in grub, and iommu=1 msi=1
2. create a Linux guest with pci=nomsi in its grub (disable msi in guest)
3. On dom0, xm pci-attach <guest_id> 00:1a.0
4. keyboard can not work and qemu will print out the error information.
