Hardware: SantaRosa (2 LPs)

Bug detailed description:

When doing CPU2000 testing on SMP IA32E RHEL5.1 Guest, the guest timer would be
slower. 

1. If only create 1 SMP (vcpus=2) 32e RHEL5.1, when running CPU2k, timer would
slower 17 seconds in 746 seconds.

2. If create 2 SMP(vcpus=2) 32e RHEL5.1, when running CPU2k in two guest, each
guest timer would slower +30 seconds in ~820 seconds.

3. If create 1 SMP 32e RHEL5.1 and one SMP 32PAE RHEL5.1, 32e guest run CPU2K
and 32pae guest run SPECJBB, 32pae guest timer is accurate, but 32E RHEL5.1
guest timer would slow 44 seconds in around 800 seconds. 

Other configuration:
PAE=1 ACPI=1 APIC=1

32PAE guest also need timer_mode=1 to boot up successfully.

BTW, timer_mode options will not make IA32E guest timer accuracy.
