It seems the virtual starts/stops rapidly or such when encountering the error. The HWVSP3 LAN status goes flips between connected/closed rapidly in this state. Was hoping I could provide more detailed output for this to diagnose, but as of yet my assumption is all we have. Basically if Windows 2003 was installed with single processor and "Computer" under device manager is "APIC Uni-processor system" you will reproduce this issue after installing the Xen PV drivers. To resolve this you can change your VM configuration for the Windows 2003 host to use vcpus=2 (more than 1 CPU) and then boot the host using non GPLPV drivers. Windows hardware wizard will denote that you have APIC Multi-processor capability and automaticatlly udate the driver to the APIC Multiprocessor driver, you can verify this in Hardware/Computer details for your system in Windows. After such I don't think it matters if you use 1cpu or 2cpu as long as the APIC Multiprocessor driver is being used.
