on 32pae host, we create one WinXP guest, then hotplug attach one PCIe NIC to
this guest, the guest can not get new IP address.
serial log is attached.

Reproduce steps:
----------------
1) prepare one Windows xp image
2) create guest 
3) hotplug one PCIe NIC to this guest
4) check network of guest
