I have the same problem :

xm create /etc/xen/VDS02.hvm
Using config file "/etc/xen/VDS02.hvm".
VNC= 1
Unexpected error: exceptions.OSError

Please report to xen-devel@xxxxxxxxxxxxxxxxxxx

OSError: [Errno 3] No such process



But if I try using sdl instead of VNC, I get this error instead :
 xm create /etc/xen/VDS02.hvm
Using config file "/etc/xen/VDS02.hvm".
Error: (12, 'Cannot allocate memory')

With 16Go of RAM, I doubt it uses all the memory...
