/usr/sbin/xenguest-install.py is a Fedora script, not part of the standard Xen
distribution. Errors from that should probably go on Fedora's bugzilla.

I suspect the problem here is with:

"What would you like to use as the disk (path)? /mnt/"

I have no idea what Fedora do with the response to this question, but a disk
image for a guest has to be a file or a block device, a directory won't work.

# xm list
Error: Error connecting to xend: Connection refused.  Is xend running?

You didn't mention whether xend was running or not.

You can manually start xend with "/etc/init.d/xend start". Use chkconfig to
check its automatic starting configuration.

I suggest further discussion of this is continued on the xen-users mailing
list.
