I just think there's a bug or two somewhere to be fixed. (At least for x86.) However. if this is in fact how the memory management is designed, it is designed incorrectly from the usability perspective. If I am managing a farm of long-lived virtual servers, I could certainly want to try to enhance their performance by adding memory without shutting them down.
