I would argue that the support in the balloon-driver and setup hiding the extra
pages between those specified by "mem=" on the kernel command line and the
memory specified in the config file as showing the intent that you are supposed
to be able to start small and grow larger. I just think there's a bug or two
somewhere to be fixed. (At least for x86.)

However. if this is in fact how the memory management is designed, it is
designed incorrectly from the usability perspective. If I am managing a farm of
long-lived virtual servers, I could certainly want to try to enhance their
performance by adding memory without shutting them down. Requiring, for
example, that I have a machine with 4GB free memory to launch virtual machines
just so I could tune virtual machines to 4GB in the future seems like a poor
design.
