I'm using Debian sid in dom0, it uses udev.

I think FC4 uses hotplug yet. So you have to change
"/etc/hotplug/xen-backend.agent" like this:

-    xenstore-rm -t "$XENBUS_PATH"       || true
+    xenstore-rm "$XENBUS_PATH"       || true
