This occurs usually with domU's that are setup with low amounts of memory (around 32 MB in my case but this may happen depending on available memory and the # of VIFs configured in the domU). This is caused by a bug in the domU netfront driver. Upon failure to allocate skbuffs, netfront does not flush all pending skbuffs onto the RX ring.
