The problem seems to be related to:

After a block-detach "/local/domain/U/device/vbd/<deviceID>/" still in xenstore
and a change in "/local/domain/U/device/vbd/<deviceID>/state" (and maybe other
nodes) is not triggering the watch in "/local/domain/U/device/".
