I was getting this because the pool did not have a default SR.

xe sr-list # shows you available SR’s

xe pool-param-set default-SR=d94bbf44-f957-d448-6704-fb7b197a056a 
uuid=8337fd42-a2e3-bcd6-1806-f4e0fa88028f

where default-SR is the SR and uuid is the pool.
