[Xen-API] Troubleshooting guide

I used xcp-xapi environment on Ubuntu 12.10 with a good stability, after upgrading to 13.04 all vm-create and vm-start related command generate the following message:

The server failed to handle your request, due to an internal error.  The given message may give details useful for debugging the problem.
message: Xenctrl.Error [ memory 29204504 KiB free; to be scrubbed 0 KiB; total 32713 MiB]: 1: Operation not permitted

I looked for solutions without success in the mailing list before posting this email, i am using the internet for more than 30 years now and the quality of written exchanges degrading from year to year.

I ask for the solution to this problem, i would appreciate that if you don't know the answer to not answer to me, there is enough spam on the net without increasing them.

My second request  is about the availability of a troubleshooting guide for the xen, xapi environment.
