[Xen-API] [BUG] XCP 1.1 - paused domain after failed migration

Don't know if this is still actual.

If migration hangs (and source host reboots) target host will stay with 
paused domain preventing VM to be restarted.
it looks like:

If process is killed VM status normalizing.

(I think source hangs during migration is more important, but unable to 
reproduce, so reporting at least this).
