Update:

 /usr/lib/xcp/lib/interface-reconfigure is a no-op.
And the reason it fails silently is (from /usr/lib/xcp/bin/xe-reset-networking):

os.system(interface_reconfigure + if_args + ' >/dev/null 2>/dev/null')
