We solve this problem by using direct access to xen (in python):

import xen.lowlevel.xc
xc=xen.lowlevel.xc.xc()
xc.domain_getinfo()

mem_kb - _REAL_ allocated memory for domU.

P.S. Note - when VM migrates it have two domU in same time.
