I confirm this bug for linux PV guests:

 xe vm-migrate vm=Testing host=host2 --live
You attempted an operation on a VM which requires a more recent version
of the PV drivers. Please upgrade your PV drivers.

I think I'll publish way to cheat XCP 'guest tools' detection within few
days.
