[Xen-API] [PATCH 0 of 2] Enable use of local caching

The SM backends now have the ability to use the local disk as a cache for VHDs. 
These patches expose the necessary API calls in xapi to enable this feature, 
and also provides some RRDs to determine how effective the caching is.
