[Xen-API] [PATCH 0 of 2] Switch xen-api-libs.hg over to generating RPMs rather than tarballs

This is part of the effort to improve XCP packaging.

Building xen-api-libs.hg will result in the following rpms:
  xapi-libs-devel
  xapi-libs-utils
  xapi-libs-fe (included in dom0)
