[Xen-API] Xen bandwidth control

Hi all,

I've tested the network bandwidth control for xen pv-guest. I set "rate = 80kb/s", however the scp testing result shows that the guest has around 1.5M/s. So unbelievable...

Anyone who can tell the exact bandwidth control mechanism inside xen?
