[Xen-API] [PATCH 0 of 2] Disable the alerts METADATA_LUN_{HEALTHY, BROKEN} by default

The alerts METADATA_LUN_{BROKEN,HEALTHY} are apparently being triggered quite a 
lot (probably by storage datapath glitches?) and scaring people. Turn them off 
by default for now, allow them to be re-enabled with a Pool.other_config key.
