I believe RHEL 5.2 ships with the Xen 3.1.x hypervisor and with the Xen 3.0.x userspace utilities. This means the XML-RPC API available is the one from Xen 3.0.x, which is rather incomplete. You may have better luck rolling your own Xen RPMs with a later version of Xen (such as 3.2.x). This is what I've done for years on RHEL production deployments (14+ Xen servers, 200+ VM's) and its worked out just fine.
