For reasons I don't recall / predate my maintainence of Fedora Xen packages, we don't use the 'make install' rule in the RPM, instead manually installing the headers / libs wanted. Unfortunately we've not got the Xen API libs or headers being installed by the RPM. Please file a BZ against 'xen' in the Fedora bug tracker and we can look at fixing this for the next update.
