[PATCH 1/2] include: Annotate Local as _Out_opt_ in XENBUS_SHARED_INFO_GET_TIME

SharedInfoGetTime() tests Local for NULL before writing it, and callers
pass NULL (SharedInfoGetTimeVersion2() in xenbus, wmi.c in xeniface).
Annotate the parameter as _Out_opt_, as the implementation already does,
and sync the header with the copy in xeniface.
No functional change.
