Would you please just try the following scenario:

Install latest 8.2 series on 64bit windows10, use testsigning. boot.
When it wors fine, then boot to safe mode, remove 8.2 and install 8.1.

If you get the same problem, there might be a chance that the uninstall
process has still some leftover files that cause this? Do you have any
script or application that makes sure that 8.2 files and registry
entries are completely removed?

In the latter days when I used glpv drivers, I had a similar problem,
where I had to use some script to be able to completely remove gplvpv.
May the situation be the same?
