This is used to create the appropriate rules in dom0 to allow traffic to
flow (e.g. if you have a firewall in dom0, or are doing NAT or routed
networking) but doesn't actually, AFAIK, cause anything to be configured
within the guest.

So as well as sorting out your dom0 bridging setup etc then you also
need to configure the .200 IP address within your guest (i.e. in the
guest's /etc/network/interfaces or equivalent).
