If you're trying to use PCI devices in an HVM domU, then, yes, VTd is 
necessary.  PCI device forwarding without VTd can only be done in PV domUs.

There may be a way to pass through a parallel port without PCI.  One idea is to 
use a USB to LPT device and pass through the USB device, since USB passthrough 
has better support than does LPT passthrough right now.  On many motherboards, 
the LPT and COM devices are attached to a generic PCI device that may have 
several other peripherals attached.  So, unless you use a PCI or PCIe add-in 
card that has an LPT port on it, you may be out of luck.
