I know this is not your fault, but that doc is pretty sloppy.  There's some 
inconsistent use of Mb/s and MB/s.  Rate limiting in Bytes seems a little 
silly, but that's what their example suggests doing.  Just beware if you're 
implementing - the usual 'don't copy and paste from the internet' rules apply.
